A black-windowed skyscraper, one of the few modern buildings in the region, the Pokemon Association is a cutting edge training facility that also serves as the center of political power in En-Rogel. Mid-level bureaucrats and officials are always coming and going, but sometimes powerful magistrates or even a great sage is spotted going about their business. As a government, there is no end to their work these days when the scourge stands at their doorstep.

A vast and magnificent garden set before a baroque mansion, the Breeder's Guild sprawls in its own splendor. Prized breeding studs wander the premises freely, and well-dressed breeders conduct their business with the guild. Here, the scourge seems like a far away and distant threat, but at second glance, even the breeders are hard at work, doing their best to raise the funds and the pokemon that will protect their region.

The Ranger Union would be unobtrusive if it weren't famous. Their centerpiece is a shrine dedicated to no god but luck, and it's surrounded by a labyrinthine network of spartan bedrooms, exercise dojos, and meditation chambers. Aspiring rangers should go straight to the shrine, but if they wander about, there are rangers and pokemon scattered about, lost in meditation or sharing a quiet conversation with their peers.

The University of Via Dolorosa is a world-class institution. Known equally for its research in ancient legends and pokemon battling potential, it is a place for scientists and historians alike. The campus was once an ancient palace with arabesque ceilings and byzintine domes that remain intact to this day. Researchers are often too busy to take note of their historic surroundings, but the University is considered one of the region's finest landmarks.

It's since become known as the home of the Crusade, where the Pokemon Association, Breeder's Guild, Ranger Union, and the University of Via Dolorosa have all gathered together to do battle against the scourge.
